Welcome to the Imperial Beach Fire-Rescue Department Hazard Severity Zone (FHSZ) information hub. This page provides access to detailed information about the recent CAL FIRE update of our fire hazard severity zones within the City of Imperial Beach.

It is important for the public to understand that these maps are created by the California Department of Forestry and Fire Protection (CAL FIRE) under the direction of the State Fire Marshal. Our local fire agency does not control the creation of the map but is required to ensure the community has the opportunity to review the information and provide feedback.

The History of Fire Hazard Severity Zone Maps 

Fire Hazard Severity Zone maps have been developed as the result of major destructive fires, prompting the recognition of hazard areas and strategies to reduce wildfire risks. Legislative response led to mandated mapping across California under the California Public Resources Code 4201-4204, encompassing all State Responsibility Areas (SRA). 

What are Fire Hazard Severity Zones? 

The State Fire Marshal is mandated to classify lands within both State Responsibility Areas (SRA) and Local Responsibility Areas (LRA) into Fire Hazard Severity Zones (FHSZ). Fire Hazard Severity Zones fall into one of the following classifications: 

  • Moderate 
  • High 
  • Very High 

The California laws that require Fire Hazard Severity Zones include California Public Resources Code 4201-4204, California Code of Regulations Title 14, Section 1280 and California Government Code 51175-89.
