Vacant Seat for Councilmember - District 3

The City of Imperial Beach is now accepting applications for the City Council District 3 vacancy. The term for this appointment will end following the election in November of 2026.


To be considered a qualified applicant the following eligibility requirements must be met: 

  • Be a registered voter in the City of Imperial Beach
  • Reside within District 3 at the time of application 
  • 18 years or older on or before appointment
  • Have not been convicted of a felony involving accepting or giving, or offering to give, any bribe, the embezzlement of public money, extortion or theft of public money, perjury, or conspiracy to commit any of those crimes. (Elections Code section 20)

Application and Submission Information

Complete the City Council Vacancy Application
  • Deadline to Submit: September 10, 2025 at 5:00 p.m.
  • Submit in person to the City Clerk's Department at City Hall Located at:                                                                                      825 Imperial Beach Blvd, Imperial Beach, CA 91932
  • The elections official shall request the applicant to display his or her identification for purposes of verifying that identifying numbers of the identification document match those written by the applicant on the application form (Elections Code 2188(d))

Required Documents for successful submission:

  • City Council Vacancy Application (required)
  • Application to View Voter Registration Information (required) - The form will be provided at the time of application submission. The form must be fully completed and submitted at the same time.
  • Resume (no more than 2 pages) (required)
  • Any supplemental maters (letters of support, etc.) (Optional)
  • Identification document (Elections Code 2188(d)) (required)



  • The City will host a Candidate Information Forum on September 4, 2025, at 6:00 p.m. in the Community Room at City Hall: 825 Imperial Beach Blvd, Imperial Beach, CA 91932
  • Qualified applicants will be contacted to verify attendance at the Regular City Council Meeting on September 17, 2025 at 6:00 p.m. Attendance is mandatory for consideration.
  • During the September 17thCity Council meeting, all qualified applicants will be interviewed by the City Council. At that time, the City Council may narrow the field of qualified applicants for a second round of interviews on a future date or the City Council may make an appointment at that meeting. 
    • If an applicant is chosen to be appointed during the September 17th City Council meeting, the oath of office would be scheduled to take place at the City Council meeting on October 1, 2025 at 6:00 p.m.
  • If no appointment is made at the September 17thmeeting, some applicants may be asked to participate in a second round of interviews at the October 1, 2025 City Council meeting. After interviews, the City Council may make an appointment.
    • If an appointment is made at the October 1st City Council meeting, the oath of office would be scheduled to take place at the October 15th City Council Meeting.
